RESOLUTION 2021-70 <br />APPROVING FINDINGS OF FACT <br />FOR INCREASING THE PARK DEDICATION FEE <br />WHEREAS, the City of Hugo desires to develop a system of parks within the community <br />to serve the public's health and recreation needs, and; <br />WHEREAS, the City of Hugo has adopted a Parks, Trails and Open Space Plan that <br />identifies reasonable needs for parks and recreational facilities based on the demand <br />placed on the park system by the projected population increase associated with new <br />residential development in the community, and; <br />WHEREAS, the Parks, Recreation, and Open Space Commission reviewed the Park <br />Dedication Fee at their meeting of October 21, 2021 and recommended it be increased to <br />$3,400 per residential unit. <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does support the <br />increase in the park dedication fee, based on the following findings: <br />1. Funds collected through park dedication are used only for the acquisition and <br />development of parks and recreation facilities, or other allowable park system <br />improvements and placed in the Special Park Fund. <br />2. The Parks Capital Improvement Plan and Parks, Trails, and Open Space Plan <br />direct how the Special Park Fund shall be used. <br />3. Sec. 90-324 PARK DEDICATION authorizes a sliding scale of land to be <br />dedicated based on density and the use of per unit fee allows park dedication to be <br />charged based on the fair market value of the unplatted land. <br />4. The cost of park construction and purchasing park land has increased. <br />5. Property values in Hugo have increased. <br />6. There is a nexus between the increased park dedication fee to be collected and the <br />increased demand on the Hugo parks system created by residential development. <br />ADOPTED by the City Council this 15'h day of November 2021. <br />Tom Weidt, Mayor <br />ATTEST: <br />Michele Lindau, City Clerk <br />
