Hugo City Council Meeting Minutes for February 7, 2022 <br />Page 3 of 10 <br /> <br />Approve Annual Performance Review for Public Works Worker Neal Nelson <br /> <br />Neal Nelson was hired on January 3, 2017, as a Public Works Worker. Adoption of the Consent <br />Agenda approved the Annual Performance Review for Neal Nelson. <br /> <br />Approve Six-Month Performance Review for Building Inspector Terry Hagstrom <br /> <br />At its July 19, 2021, meeting, Council approved the hiring of Terry Hagstrom as the new <br />building inspector effective July 12, 2021. Terry had completed the six-month probation <br />period. Adoption of the Consent Agenda approved the six-month performance review and <br />retaining Terry Hagstrom as a building inspector for the City of Hugo. <br /> <br />Approve Advertisement for Public Works Summer Seasonal Workers <br /> <br />Staff had requesting authorization to advertise and hire a total of six seasonal employees for the <br />Public Works Department. In the 2022 General Fund Budget, Council approved the six seasonal <br />positions. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park <br />maintenance, boulevard and general Public Works maintenance. A starting hourly wage of <br />$13.00/hour was approved in the 2022 General Fund Budget for these positions. These positions <br />would not exceed 40 hours per week. Adoption of the Consent Agenda approved the <br />advertisement for Public Works Summer Seasonal workers. <br /> <br />Approve Hiring of Jennifer Compton as Finance and Public Works Administrative <br />Assistant <br /> <br />At its November 15, 2021, meeting, Council approved Anna Wobse as the new Finance <br />Director, Amber Lozier as the new Accounting Clerk and the advertising for a new Finance and <br />Public Works Administrative Assistant. Staff had received 31 applications and selected Jennifer <br />Compton to fill this position. Adoption of the Consent Agenda approved the hiring of Jennifer <br />Compton as the new Finance and Public Works Administrative Assistant beginning February <br />14, 2022. <br /> <br />Approve Resignation of Planning Commissioner Kim Luchsinger <br /> <br />At its October 16, 2017, meeting, the Council had appointed Kim Luchsinger to serve as a <br />commissioner on the Planning Commission. Kim Luchsinger had submitted an email requesting <br />Council accept her resignation from the commission effective December 31, 2021. Adoption of <br />the Consent Agenda approved the resignation of Planning Commissioner Kim Luchsinger. <br /> <br />Approve Minnesota Opioids State-Subdivision Memorandum of Agreement and <br />Resolution <br /> <br />The potential impacts of the Opioids crisis to Minnesota cities included an array of significant, <br />direct, and indirect costs to public health and public safety resources. The Minnesota Attorney <br />General’s Office joined a multi-state settlement with opioid distributors in the summer of 2021. <br />The total amount of this settlement was $26 billion and required state and local governments to <br />use most of the money on abatement activities. Minnesota’s share could be as much as $337 <br />million over a period of several years. Cities with populations over 10,000 were being asked to
