PLANNING COMMISSION UPDATE: <br /> <br />At its March 10, 2022 regularly scheduled meeting, the Hugo Planning Commission considered <br />the zoning amendment request to rezone from the Long Term Agricultural Zoning District to the <br />Agricultural Zoning District submitted by Charles and Marykay Haas and held a public hearing. <br />No one came forward at the public hearing. Staff provided background and recommended <br />approval of the request. The Planning Commission agreed that the request met the criteria <br />necessary to approve the application and recommended approval of the zoning amendment to the <br />City Council. <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />Charles and Marykay Haas are requesting to rezone their property from the Agricultural Zoning <br />District to the Long Term Agricultural Zoning District. <br /> <br />3. BACKGROUND: <br /> <br />The Minnesota Agricultural Land Preservation Program was established with the passage of the <br />Agricultural Land Preservation Policy Act of 1984, which consists of tools for agricultural land <br />preservation at the local level and a program to create awareness of agricultural land preservation <br />and conservation tools. With this act, counties adopting agricultural land preservation plans can <br />offer agricultural preserves, which limits the use of the land to agriculture or forestry. In return,
