The proposed zoning classification is appropriate for the property given the topographic, <br />environmental and cultural limitations of the site. <br /> <br />The property consists of a single family home and is primarily natural vegetation and <br />wetlands. While the property is not used for traditional agricultural pursuits, is does <br />contain high quality natural areas and trees. The Long Term Agricultural (LA) zoning <br />would be appropriate for the property. <br /> <br />3. Existing public infrastructure is adequate to handle the development that can reasonable <br />be foreseen on the site. <br /> <br />The property is served by well and septic. Municipal sewer and water is not available to <br />this area of the City. By changing the zoning from AG to LA, the minimum lot size <br />would change from 10 acres to 40 acres. <br /> <br /> No development is proposed on the site and the existing access to the property is <br /> adequate for the use. <br /> <br />4. The proposed zoning classification will not have unreasonable negative impacts on <br />adjacent properties. <br /> <br /> The rezoning will not negatively impact the adjacent properties. The property will remain <br /> in agricultural and open space uses consistent with other properties in the zoning district. <br /> <br />5. The floodplain designation on the official zoning map shall not be removed from <br />floodplain areas unless it can be shown that the designation is in error or that the area <br />has been filled to or above the elevation of the regulatory flood protection elevation and <br />is contiguous to lands outside the floodplain. <br /> <br /> The floodplain areas are not proposed to be impacted. <br /> <br />7. CONCLUSION AND PLANNING COMMISSION RECOMMENDATION: <br /> <br />Staff found the application meets the criteria outlined in the City Code. The Planning <br />Commission discussed the request and held a public hearing. The Planning Commission <br />recommends approval of the zoning amendment request to rezone the property located at 15500 <br />Keystone Avenue North from the Agricultural Zoning District to the Long Term Agricultural <br />Zoning District. <br /> <br />ATTACHMENTS: <br /> <br />1.
