Page 2 <br />3. 2022 GRANT APPLICATION: <br /> <br />Staff is proposing to submit an application to the Metropolitan Council Water Efficiency Grant <br />Program. The proposed grant amount from the Metropolitan Council is $50,000, with the <br />understanding that Hugo is responsible to provide a local match of $12,500. <br /> <br />4. PROPOSED GRANT PROGRAM: <br /> <br />If awarded the funds, staff is proposing to use the rebate program to update the irrigation systems <br />in various City parks and properties. The irrigation systems would be updated with US EPA <br />WaterSense labeled irrigation controllers and associated valves and sensors. With the grant <br />program, expenses eligible for reimbursement are the out-of-pocket cost of the devices and its <br />installation. Staff is estimating that at each proposed location, the estimated cost to update the <br />irrigation controller, associated valves and sensors, and installation cost is between $7,000 and <br />$8,000. This estimate is based off of the cost of similar projects and staff expects that the City <br />would be able to update up to eight irrigation systems within City properties. Staff is proposing <br />to apply for $50,000, which would require the City to contribute $12,500. The local match for <br />this program would be funded by the money set aside in the Neighborhood Park Improvements <br />fund in the Parks Capital Improvement Plan. Should the grant be approved and funds awarded, <br />staff is proposing that the following parks and City properties be evaluated for the proposed <br />irrigation system update: <br /> <br />Hugo Fire Hall <br />Diamond Point Park <br />Oakshore Park <br />Aspire Park <br />Val Jean Park <br />Arbre Park <br />Heritage Ponds Park <br />McCollar Park <br /> <br />In total, the above properties used 3,828,000 gallons of water, not including Fire Hall usage, to <br />irrigate in 2021. The proposed system updates are expected to reduce water usage by 62% due to <br />the increased efficiency of the devices, which would result in 2,373,360 gallons of water saved <br />based on last year’s usage. <br /> <br />5. CONCLUSION: <br /> <br />Staff is asking for approval to submit an application to the Metropolitan Council Water <br />Efficiency Grant Program with the understanding that the City of Hugo is responsible for a local <br />match of $12,500. <br /> <br />Attachments: <br />1.
