S:\Office_SHARED\Resolutions\2022 Resolutions\2022- Order Improvements Oneka Pkwy.docx <br />RESOLUTION NO. <br /> <br />A RESOLUTION ORDERING THE PROJECT AND <br />AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE <br />2022 ONEKA PARKWAY IMPROVEMENTS PROJECT <br /> <br />WHEREAS, pursuant to resolution of the Council adopted September 7, 2021, a report was prepared by <br />WSB, with reference to the improvement of Oneka Parkway from Frenchman Road (CSAH 8) to Heritage <br />Parkway and from Frenchman Road (CSAH 8) to approximately 400 feet south (turn lane improvements <br />only); and <br /> <br />WHEREAS, it is proposed to mill and overlay the existing pavement section of Oneka Parkway from <br />Frenchman Road (CSAH 8) to 149th Street, reconstruct the section of Oneka Parkway from 149th Street to <br />Heritage Parkway, construct turn lane improvements on Oneka Parkway from Frenchman Road (CSAH 8) to <br />approximately 400 feet south, and construct a traffic signal at the intersection of Oneka Parkway and CSAH <br />8; and <br /> <br />WHEREAS, the City intends to assess benefited properties for a portion of the aforementioned <br />improvements, pursuant to Minnesota Statutes, Chapter 429, and <br />WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer <br />on February 22, 2022, for the 2022 Oneka Parkway Improvement Project; and <br />WHEREAS, a resolution of the City Council adopted on the February 22, 2022, fixed a date for the Council <br />public hearing on the proposed improvements; and <br />WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was <br />given and the hearing was held thereon on the March 21, 2022, at which time all persons desiring to be <br />heard were given an opportunity to be heard thereon. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br />1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for <br />the 2022 Oneka Parkway Improvement Project. <br /> <br />2. Such improvement is hereby ordered as proposed in this Council resolution adopted March 21, <br />2022. <br /> <br />3. The improvements described in the notice of public hearing and the feasibility report are hereby <br />designated and shall be known as the 2022 Oneka Parkway Improvements Project. <br /> <br />4. The City Council shall authorize WSB to prepare plans and specifications of said improvements. <br /> <br />5. The City Council shall let the contract for all or part of the work for said improvements or order all or <br />part of the work done by day labor or otherwise as authorized by Minnesota Statutes, Section <br />429.041, Subdivision 2 within one year of the date of this Resolution ordering said improvements. <br /> <br />This resolution was adopted by the City Council of the City of Hugo on the 21st day of March 2022, by a <br />vote of Ayes and Nays. <br /> <br /> <br />________________________ <br /> Tom Weidt, Mayor <br /> <br />ATTEST: <br /> <br />___________________________________ <br />Michele Lindau, City Clerk
