- 2 - <br />HCRT Letter of Support <br />March 21, 2022 <br />Court, based on discussions with the property owner, Wilson Tool International. Two <br />reasonable concepts were identified for the southern segment along Falcon Avenue. All <br />concepts meet all design standards for roadways and regional trails. <br /> <br />Concept A <br />Concept A maintains the existing width of Falcon Ave and Falcon Ct, which requires the <br />trail to narrow from 10 feet to 8 feet in some locations and less buffer space between the <br />road and the trail. <br /> <br />Concept B <br />Concept B requires slight narrowing of Falcon Ave and Falcon Ct, but provides a 10-foot <br />paved trail throughout. <br /> <br />The Hugo Parks, Recreation, and Open Space Commission reviewed the concepts at their <br />meeting of November 17, 2021. The Commission had a slight preference for Concept A <br />and was supportive of continued discussions and construction of the missing segments of <br />the Hardwood Creek Regional Trail. <br /> <br /> <br />4. REGIONAL SOLICITATION: <br /> <br />One of the funding tools for construction of the trail is the Metropolitan Council’s <br />Regional Solicitation. Washington County intends to apply, for funding to construct <br />Segment 1. Federal funds are anticipated to be available in this solicitation for program <br />years 2026 and 2027. <br /> <br />With or without an award of Regional Solicitation funding, discussion would continue <br />with the City of Hugo and Washington County to select the preferred conceptual <br />alignment, based on cost, street impacts, and continued public engagement. Funding of <br />construction would likely be a partnership between Washington County and the City of <br />Hugo. Additionally, coordination with Hugo’s Street Capital Improvement Plan is <br />needed if changes to Falcon Avenue are desirable. <br /> <br /> <br />5. RECOMMENDATION: <br /> <br />Staff recommends approval of the attached letter of support for Washington County’s <br />application for Regional Solicitation funding to construct the missing segments of the <br />Hardwood Creek Regional Trail. <br /> <br /> <br />ATTACHMENTS: <br />1.
