Hugo City Council Meeting Minutes for March 7, 2022 <br />Page 2 of 6 <br /> <br />process of negotiating an agreement with Forest Lake for a site on the east side of 61 that should <br />serve the residents of Hugo very well. The Woodbury Site was very popular, and they are <br />adding space to expand services. Fran talked about the drop off for food scraps, which is 20% <br />of the trash, and he talked about ways the County was working to meet state goals on recycling. <br /> <br />Fran provided information on the Hardwood Creek Regional Trail Feasibility Study to complete <br />the trail to the county line. This would be in collaboration with the Metropolitan Council, and <br />there was hope for regional funding for the connection. He talked about the substantial increase <br />in home values saying residents could expect a significant increase. Fran spoke about the T.H. <br />61 Corridor Study and jurisdictional transfers saying turn backs come with money associated <br />with them, which become part of the negotiations with the state. Requests for Proposals (RFPs) <br />were going out that week, and the City would be included in the selection process. <br /> <br />Klein asked about the technology corridor. Fran responded that it had not been as successful as <br />hoped. Part of the vision was a regional economic development opportunity that would have <br />had an impact on all communities. <br /> <br />Petryk thanked him for the yard waste site in Hugo and helping her provide information to the <br />Transportation Advisory Board. Fran said the long-term site to the north would provide the <br />same convenience to Hugo residents as those using the environmental center (in Woodbury). It <br />could impact the Citywide cleanup events, and a decision needed to be made on whether they <br />would continue those events. He talked about the TAB and their role in distributing grants for <br />transportation projects. <br /> <br />Weidt thanked Commissioner Miron for the update. <br /> <br />Approval of Consent Agenda <br /> <br /> Petryk made motion, Klein seconded, to approve the following Consent Agenda: <br /> <br />1. Approve Purchase Agreement with ISD624 for Public Works Facility-6900 137th Street <br />10. Approve Cooperative Agreement with MnDOT and ISD624 for TH61 and 152nd <br />Intersection Improvements <br />11. Approve Amendments to the Personnel Policy Regarding Personal Leave Pay <br />12. Approve Pay Request No. 7 to Schreiber Mullaney for the Lions Park Pavilion <br />13. Approve Pay Request No. 17 to Ebert Construction for the Public Works Facility <br />Project <br /> <br />All Ayes. Motion carried. <br />
