Hugo City Council Meeting Minutes for March 7, 2022 <br />Page 4 of 6 <br /> <br />PROPERTY LINE ADJUSTMENT FOR CITY OF HUGO FOR PROPERTIES LOCATED <br />AT 6900 137TH STREET NORTH 7032 137TH STREET NORTH. <br /> <br />Approve Purchase Agreement with ISD624 for Public Works Facility-6900 137th Street <br /> <br />The City of Hugo was vacating the existing Public Works facility located at 6900 137th Street <br />North and had been working with the White Bear Lake Area School District on a purchase <br />agreement to convey the existing PW facility and the 10-acre lot to the WBL School District. <br />The purchase price for the property was $1,000,000.00 and included the condition that the City <br />had the right to repurchase the property in the future should there be a need. The purchase <br />agreement included corresponding easements and would allow continuing public access to the <br />Rice Lake Centre. Adoption of the Consent Agenda approved the purchase agreement to convey <br />the existing Hugo Public Works facility located at 6900 137th Street North to the WBL School <br />District for a purchase price of $1,000,000.00. <br /> <br />Approve Cooperative Agreement with DOT and White Bear Lake School District for <br />TH61 and 152nd Intersection Improvements <br /> <br />White Bear Lake School District had received bids for the intersection improvement at TH 61 <br />and 152nd Street. The project was fully funded by the school district and consisted of turn lane <br />additions and signalization. Construction was anticipated to begin in April and would be <br />completed prior to school starting in the fall of 2022. Highway 61 would remain open during <br />construction. As part of improvements located on a State Trunk Highway, Cooperative <br />Construction Agreements were required by the Minnesota Department of Transportation. In <br />this case, White Bear Lake School District was a party to the agreement due to their <br />involvement in the project. Specifically, the agreement outlined the School District <br />responsibilities related to costs, construction, plans and specifications, right-of-way, etc. The <br />City would be responsible for maintenance of pedestrian facilities, minor signal system <br />maintenance and power to the signal facilities. These were standard agreements they had for all <br />communities. Adoption of the Consent Agenda approved RESOLUTION 2022 – 11 <br />APPROVING COOPERATIVE CONSTRUCTION AGREEMENT WITH THE STATE OF <br />MINNESOTA DEPARTMENT OF TRANSPORTATION AND WHITE BEAR LAKE <br />SCHOOL DISTRICT FOR THE CONSTRUCTION OF A NEW SIGNAL SYSTEM AT THE <br />ELEMENTARY ENTRANCE AT THE INTERSECTION OF TH 61 AND 152ND STREET. <br /> <br />Approve Amendments to the Personnel Policy Regarding Personal Leave Pay <br /> <br />In review of the City’s Personnel Policy, it was found that certain language pertaining to <br />personal leave time and employee termination should be eliminated, specifically language that <br />requires the employee to be in good standing with the City at time of termination of <br />employment. Adoption of the Consent Agenda approved the amendment to the City’s <br />Personnel Policy. <br /> <br />Approve Pay Request No. 7 to Schreiber Mullaney for the Lions Park Pavilion <br /> <br />Schreiber Mullaney had submitted Pay Request No. 7 for the new Pavilion in Lions Park in the <br />amount of $787,621.21. The quantities completed to date had been reviewed and agreed upon <br />by the architect, contractor, and City staff.
