BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 4, 2022 <br /> <br />D.1 March 21, 2022, City Council Meeting <br /> <br />Staff recommends Council approve the above minutes for the City Council Meeting held on <br />March 21, 2022, as presented. <br /> <br />F.1 Washington County Assessor’s Report – Assessor Dan Squyres <br /> <br />Washington County Assessor Dan Squyres is the residential assessor for the City of Hugo. Dan <br />will be in attendance to provide information on the County’s Assessor report as it pertains to <br />Hugo and answer questions by the Council in preparation for the Board of Appeals and <br />Adjustments meeting on April 7, 2022. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Donation to the Hugo Fire Department from the Hugo American Legion <br /> <br />The Hugo American Legion is requesting to donate $1,000 to the Hugo Fire Department for <br />equipment. Donations to the Fire Department must be approved by the Council. Staff <br />recommends Council approve the donation of $1,000 from the Hugo American Legion to the Hugo <br />Fire Department. <br /> <br />G.3 Approve Lawful Gambling Exempt Permit for Hugo Yellow Ribbon Network <br />Fundraiser on May 7, 2022 at the Hugo American Legion <br /> <br />The Hugo Yellow Ribbon Network is requesting a Lawful Gambling Exempt Permit to hold a <br />raffle during a fundraiser to be held on May 7, 2022, at the Hugo American Legion. Permits need <br />to be approved by the Council before being approved by the MN Gambling Control Board. Staff <br />recommends Council approve the Lawful Gambling Exempt Permit for the Hugo Yellow Ribbon. <br /> <br />G.4 Approve Memorandum of Understanding with Washington County for CSAH8/Oneka <br />Parkway Traffic Signal <br /> <br />The 2022 Oneka Parkway Improvement Project was discussed at the March 21st City Council <br />meeting where a Public Hearing was held. At the conclusion of the public hearing, City Council <br />ordered the Improvement and authorized the preparation of plans and specifications. As part of <br />the project, staff had requested Washington County consider moving up the signal improvements <br />proposed for the intersection of CSAH 8 and Oneka Parkway from 2024 to 2022 so it could be <br />included and designed as a City led project. Washington County has agreed to this approach and <br />sees this as a mutually beneficial approach. The attached MOU outlines party responsibilities <br />and cost sharing consistent with County practices. Staff recommends approval of the <br />memorandum of understanding as written. <br />
