Zoning amendment request to rezone from <br />the Agricultural Zoning District to the Long Term Agricultural Zoning <br />District for the property located at 15500 Keystone Avenue North. <br />DATE: March 2, 2022 for the March 10, 2022 Planning Commission Meeting. <br />ZONING: Agricultural District (AG) <br />LAND USE: Agricultural (AG) <br />REVIEW DEADLINE: April 9, 2022 <br />1. DESCRIPTION OF REQUEST: <br />Charles and Marykay Haas are requesting to rezone their property from the Agricultural Zoning <br />District to the Long Term Agricultural Zoning District. <br />2. BACKGROUND: <br />The Minnesota Agricultural Land Preservation Program was established with the passage of the <br />Agricultural Land Preservation Policy Act of 1984, which consists of tools for agricultural land <br />preservation at the local level and a program to create awareness of agricultural land preservation <br />and conservation tools. With this act, counties adopting agricultural land preservation plans can <br />offer agricultural preserves, which limits the use of the land to agriculture or forestry. In return, <br />property owners that opt into the program receive property tax credits and protection for normal <br />agricultural practices. The program also provides tax relief for agricultural and conservation land <br />by requiring the City Assessor to base any assessment on the land's agricultural value. <br />In order to offer the benefits of agricultural preserves to property owners, a county must have an <br />approved agricultural land preservation plan. An agricultural land preservation plan is a part of a <br />comprehensive land use plan that designates land for long-term agricultural use, while providing <br />
