Hugo Downtown Framework Plan Final Plan & Design Guidelines <br />To create a sense of arrival in downtown, the plan recommends placing gateway elements — a <br />landscaped sign, monument, or other feature — at these key entry points into downtown. While <br />the plan doesn't specify the elements at each location, when you enter downtown you should <br />know that you are downtown. New development at these "gateway" locations should be <br />planned not only to allow for these gateway elements but to convey the sense of quality and <br />character that the downtown plan envisions. <br />Gateway elements — signs, flags or <br />monuments — should be included in <br />the new downtown area to <br />welcome a resident or visitor into <br />an established and thriving <br />downtown. Elements depicting the <br />quality and character of downtown <br />Hugo are displayed based on the <br />historical and current architectural <br />elements of Hugo. <br />Proposed monument sign, Nov. 29, 2004 <br />RSP Architects for Contractor Property Development Company <br />The Downtown Plan <br />The plan is a tool to help the City of Hugo create a pedestrian -friendly downtown and <br />concentrates new development and redevelopment around the existing intersection of 145t" <br />Street and Highway 61. As Hugo continues to develop, the actual projects built may differ <br />from the Illustrative Downtown Plan in the details of the development of any specific block or <br />site, but the primary elements of the plan, including the public infrastructure (roads, parks, <br />trails, open space) and the quality and character which makes this plan unique to Hugo are <br />expected to be maintained. <br />Page 5 of 23 <br />
