Hugo Downtown Framework Plan
Final Plan & Design Guidelines
• Larger parking areas (over 25 vehicles) should be planned with internal landscaping,
pedestrian sidewalks or walkways and be divided into smaller areas where possible:
■ pedestrian walkways provided in larger parking lots should be landscaped, include
path lighting, and provide direct access for pedestrians to an entrance of a
commercial building;
■ walkways should be raised, paved areas or defined paths distinguished by striping
or a change in paving provided that pedestrians are kept safe from vehicular travel
on the route to an entrance of a commercial building.
fi
Pedestrian walkways through
busy parking lots are
important because they
provide a safe, well lit, direct
access to the entrance of a
building. Larger parking lots
should have pedestrian
walkways that are clearly
identified and combined with
landscaping to break up
large areas of pavement.
