<br /> 178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM May 2, 2022 <br /> <br /> <br /> <br />Honorable Mayor and City Council <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br /> <br />Re: No Parking Resolution along west side of Farnham Avenue North <br /> City of Hugo, MN <br /> <br />Dear Mayor and Council, <br /> <br />Staff has recently received a request from the Waters Edge Courtyard Home Association to <br />prohibit parking on the west side of Farnham Avenue North from 149th Street North to Oneka <br />Parkway North. The concern is that that the road is too narrow to allow for parking on both sides <br />of the roadway while still allowing traffic in both directions. Access to private roads and mailbox <br />accessibility was also raised. <br /> <br />Farnham Avenue North is currently 35 feet wide as measured from back-of-curb to back-of-curb. <br />Based on MnDOT design guidelines for roadways with on street parking, the existing road width <br />would allow for parking on one side of the road while still maintaining traffic in both directions. <br /> <br />Staff recommends approval of the resolution restricting parking along the west side of Farnham <br />Avenue North from 149th Street North to Oneka Parkway North as the existing pavement width <br />does not provide adequate width for parking on both sides of the street and parked cars create <br />sight distance issues for the private roads off of Farnham Avenue North. <br /> <br />If you have any questions or items you wish to discuss, you can contact me at 651-419-3589. <br /> <br />Sincerely, <br /> <br />WSB <br /> <br /> <br /> <br />Nick Guilliams, PE <br />Senior Project Manager <br /> <br />Attachment <br /> <br />cc: Bryan Bear, City Administrator, City of Hugo <br />Scott Anderson, Public Works Director, City of Hugo <br />Liz Finnegan, Senior Engineering Technician, City of Hugo
