G:\.Clients All\Hugo\Proposals\Northstar Bank\LETTER_HUGO_NorthstarBank_041522_Final.docx 178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM April 15, 2022

Mr. Bryan Bear
City Administrator
City of Hugo
14669 Fitzgerald Avenue North
Hugo, MN 55038

Re: Potential Development of Hugo Northstar Wetland Bank

Dear Mr. Bear:

I have drafted this letter as a follow up to previous discussion between myself and Hugo City staff
in regard to the development of a wetland bank, just west of the new White Bear Lake School
District NorthStar Elementary.

Parcel 1703121330004, currently in ownership by Independent School District #624, may be a
suitable location for the development of a wetland bank. This parcel has had multiple wetland
delineations completed within its boundaries. All delineations indicate that the majority of the
parcel is existing wetland, but due to the presence of a private ditch that bisects the parcel and
directs hydrology to Branch 3 of Judicial Ditch 3, these wetlands are most likely partially drained
and may qualify for wetland bank credits through restoration of partially drained wetlands and
creation of upland buffers.

Figure 1.
