To the Planning Commission, <br /> <br />Thank you for volunteering and serving on the Planning Commission. As newer residents of the <br />City, we really appreciate the time and energy you’ve invested to make Hugo what it is today. <br /> <br />We are writing today about the proposed Shores of Oneka Lake- M/I Homes development plans <br />in front of you this evening. When we bought our property, we always knew this land would end <br />up being developed and even though we’ll miss the woods and quiet, we are excited about the <br />opportunities this project is going to bring! First, we appreciate the 50 foot buffer of trees being <br />preserved north of our homes (adjacent to Outlot K), this will help the transition between <br />neighborhoods seem more intentional while preserving a quality greenway corridor. We also are <br />excited about having more sidewalk and trail connections to use versus the one way in, one way <br />back route we have now- especially the trail shown along Oneka Lake that will connect back into <br />the existing park. We also appreciate that while Goodview Ave N will serve as a main road, it is <br />not the thoroughfare access road for the entire new neighborhood- the area where it is <br />disconnected will really help distribute trips and keep traffic down. We appreciate the <br />preservation of the natural environment including the wetland, creeks, and tree masses where <br />feasible. And lastly, we appreciate that there will now be another way to get out of our <br />neighborhood- especially to a more convenient roundabout intersection. Overall, while change is <br />hard, we think once this development is complete it will be a huge asset to the community and <br />us. <br /> <br />Our only concern on this project is the number of large construction vehicles that will be adding <br />traffic and roadway impacts to our neighborhood. The route from Highway 61 to the end of <br />Goodview Avenue is over 1.3 miles and 50 houses directly front both 147th/ Oneka Lake <br />Boulevard North and Goodview Avenue North on the way to the site. The route north on <br />Highway 61 is only 1 mile and has minimal impacts to other properties- this road is also <br />designed to accommodate heavy vehicles. We request Planning Commission add a condition of <br />approval to the project that states: All construction vehicles over 2 tons must utilize Highway 61 <br />and the new access to the site until the first lift of pavement is complete or 50% of the homes <br />constructed. I understand there will be construction vehicles that need to utilize the existing <br />Goodview access, and residential/contractor vehicles seem reasonable. But given the condition <br />of our roads (a ton of potholes on Goodview currently and pavement issue in front of O’Reilly), <br />the number of residents impacted, the speed concerns already existing on 147th/ Oneka Lake <br />Blvd, and number of cars using this as their only access in and out of the neighborhood; the <br />large vehicles would be better directed to access the site from their northern access on Highway <br />61. If we cannot add this condition, we would request the developer to submit a financial <br />payment to the City of Hugo that pays for a portion of our future roadway rehab or pays for the <br />roads to receive a mill and overlay upon project completion. It is not right, or meeting the goals <br />of the City, to put the burden of development back on existing residents to clean up the area. <br /> <br />Thank you again for serving the community and considering the perspective of residents.
