The fourth and preferred alternative, is to site the addition along <br />the southern portion of the existing building. This would provide the necessary classroom space <br />and configuration, allow natural light into the classrooms, and allow the existing walking path to <br />remain. This alternative would require impacts (filling) to wetland 2. <br /> <br />To minimize impacts, sideslopes will be maintained at 3:1 to maintain safety of pedestrians <br />utilizing the walkway. <br /> <br />The total amount of impact to wetland 2 using the preferred alternative is 0.2435 acres. This <br />amount of impact must be replaced and is proposed to be replaced using wetland bank credits. <br />The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is within <br />the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in a required <br />replacement ration of 2:1. <br /> <br />The proposed wetland bank is bank #1722 which is located within the same BSA and major <br />watershed (Mississippi River-Metro). A total of 0.4870 acres of wetland credit are proposed to be <br />withdrawn from this bank to meet the required 2:1 replacement ration. <br /> <br />It is important to note, that while the proposed wetland replacement meets rule requirements, <br />wetland functions identified for wetland 2 will be permanently lost within the City of Hugo. <br /> <br />Special considerations required to be considered as part of the application process have been <br />addressed and no impacts to these considerations have been identified by the applicant. <br /> <br />Based on the application materials submitted by the applicant and subsequent review of those <br />materials against MN Rule 8420, the wetland conservation act (WCA), the applicant has met all of <br />the rule requirements for wetland impact sequencing and replacement. <br /> <br />I recommend approval of this application for wetland impacts sequencing and replacement. <br />Application materials and site plans are attached to this memo.
