Driveway Install Wetland Replacement <br />WSB Project No. 019629-00 <br />I have drafted this memo regarding a MN Joint Application Form for Activities Affecting Water <br />Resources in Minnesota to impact and replace wetlands as part of a project to install a driveway <br />directly off of 170th St. N. to provide access to a building site. <br />Jim Reese and Cari Pratley submitted an application requesting approval for wetland impact <br />sequencing and replacement. The application was considered complete on April 7, 2022, and a <br />subsequent notice of application was issued on April 11, 2022. The comment period for the <br />application expired on May 3, 2022; no comments were received. <br />The purpose of the project is to provide access to a buildable portion of parcel #1003121120001 <br />(see map). <br />A wetland boundary and type application was approved on August 31, 2021 and was issued on <br />September 27, 2022, which identified two (2) wetland basins within the project area. Wetland 1 is <br />a large wetland complex consisting of wet meadow, shallow marsh, shrub swamp, and forested <br />wetland while wetland 2 is small wetland consisting of wet meadow. Wetlands 1 and 2 provide <br />the following wetland functions: <br />•Surface water detention <br />•Nutrient Transformation <br />•Carbon Sequestration <br />•Sediment and Particulate Retention <br />•Waterfowl and Waterbird Habitat <br />•Other Wildlife Habitat <br />Four (4) alternatives were considered for this project as part of the wetland conservation act <br />(WCA) sequencing requirement. The first was the no-build alternative. This was rejected as it <br />would not accomplish the purpose of providing access to the buildable portion of the property. <br />The second and third alternatives included shifting the driveway alignment and utilizing and <br />existing stubbed access off of 170th St., but both options resulted in significantly more permanent <br />wetland impact. <br />G.14
