RESOLUTION 2022-42 <br /> <br />APPROVING A PRELIMINARY PLAT INTERGITY LAND DEVELOPMENT, <br />INC. FOR “GOODVIEW ESTATES” LOCATED AT 13452 GOODVIEW <br />AVENUE NORTH <br /> <br />WHEREAS, Integrity Land Development, Inc. has requested approval of a preliminary <br />plat to develop 59 lots and 2 outlots to be known as “Goodview Estates” located at 13452 <br />Goodview Avenue North and is legally described as follows: <br /> <br />See Attached <br /> <br />WHEREAS, the Planning Commission has reviewed said site plan and recommends <br />approval. <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br />preliminary plat for “Goodview Estates” subject to the following conditions: <br /> <br />1. A preliminary plat is approved to allow the creation of 58 single family lots and <br />two outlots to be dedicated to the City, in accordance with the plans received by <br />the City on April 8, 2022, April 15, 2022, May 4, 2022, May 13, 2022, June 8, <br />2022 and July 6, 2022, except as amended by this resolution. <br /> <br />2. Development is subject to the R-3 district standards. No variances are granted or <br />implied. <br /> <br />3. The developer must comply with all conditions outlined in the City Engineer’s <br />memos dated July 7, 2022, and all red-lined comments provided to the applicant. <br /> <br />4. The developer shall obtain all necessary local, state, and federal permits. <br /> <br />5. Access is prohibited on to Goodview Avenue from individual platted lots. <br /> <br />6. Staff will continue to work with the applicant on the street lighting plan. Exact <br />locations of the street lights shall be reviewed and approved by staff prior to <br />installation. <br /> <br />7. Each home shall provide a minimum of 2 parking spaces. <br /> <br />8. The grading plan shall be revised to move the grading away from adjacent <br />properties to the north to reduce impact to existing trees on the north property <br />line. The applicant shall continue to work with the City on the grading plan for the <br />development. <br /> <br />9. A stormwater re-use system, as shown in the plans, shall be constructed with the <br />development. The final plans shall be reviewed and approved by staff. The system <br />will be installed by the applicant, and owned/operated/maintained by the <br />homeowner’s association. A stormwater reuse agreement shall be reviewed and <br />approved by staff and recoded at Washington County. <br />
