The Site consists of Washington County Parcel 16.031.21.32.0001. <br />WSB understands the Site is developed with a two-story residential dwelling with detached <br />garage, one barn, and two sheds. According to Site information obtained from Washington <br />County, the dwelling was constructed in 1951 and consists of 2,184 square feet of living space. <br />WSB understands the City of Hugo (City) has recently purchased the Site and intends to <br />demolish the existing Site buildings. The former owner is currently renting the Site until <br />approximately September 1, 2022. <br />The purpose of the ARM Assessment is to identify asbestos and other regulated materials at the <br />Site buildings that will require special management prior to and/or during demolition activities. <br />The following items will be completed: <br />Destructive Asbestos Sampling – WSB will identify friable and non-friable asbestos- <br />containing materials (ACM) in accordance with EPA, MPCA, and MDH rules and <br />regulations. In addition, WSB will identify ACM that could become friable during <br />demolition activities, and according to State and Federal regulations, would require <br />abatement prior to disturbance. It is assumed that up to 95 asbestos samples will be <br />collected and analyzed. <br />Limited Lead-Based Paint Sampling – WSB will identify lead-based paint (LBP) on <br />painted/coated concrete surfaces that have the potential to be recycled during the <br />demolition process. At a minimum, paint sampling will be completed for satisfying MPCA <br />requirements for concrete recycling and reuse. It is assumed that up to 10 paint chips will <br />be collected and analyzed. <br />Regulated Materials Inventory – WSB will identify regulated building materials present at <br />the Site buildings that may require special management prior to or during demolition. <br />WSB will also note other items present that may require special attention prior to or <br />during demolition including wells, septic systems, sumps, above/underground tanks, <br />hoists, and oil water separators. <br />Reporting – WSB will summarize the results of the Destructive ARM Assessment in a <br />final report. At a minimum, the report will include a scope of work, sampling methods and <br />procedures, figures identifying ACM sample locations, regulated materials inventory, <br />investigation results including locations and quantities of identified ACM, and conclusions <br />and recommendations.
