COOPERATIVE AGREEMENT BETWEEN THE CITY OF <br />HUGO AND WASHINGTON COUNTY FOR A VISIONING AND <br />JURISDICTIONAL TRANSFER STUDY <br />ON TRUNK HIGHWAY (TH) 61 <br />IN THE CITY OF HUGO <br />THIS AGREEMENT, by and between the City of Hugo, a municipal corporation, hereinafter referred to as the <br />"City", and Washington County, a political subdivision of the State of Minnesota, hereinafter referred to as the <br />"County.” <br />WITNESSETH: <br />WHEREAS, the County intends to launch a Visioning and Jurisdictional Transfer Study for Trunk Highway (TH) 61, <br />hereinafter referred to as the “Study”, in the Cities of Hugo and Forest Lake; and <br />WHEREAS, the Study as designed will review jurisdictional control in the Cities of Hugo and Forest Lake; and <br />WHEREAS, the City and the County desire to use the Study to conduct additional corridor visioning for TH 61 <br />within the boundaries of the City of Hugo; and <br />WHEREAS, the County, through its Public Works Department, with the concurrence of the City, has engaged a <br />consultant planning and engineering firm for planning services; and <br />WHEREAS, through the request for proposal process in partnership with the City, the consultant planning and <br />engineering firm of Bolton & Menk was selected to perform these services; and <br />WHEREAS, a cooperative effort between the City and the County is the appropriate method to share costs of <br />developing that corridor vision within the City of Hugo; and <br />WHEREAS, this Agreement is made pursuant to statutory authority contained in Minnesota Statute 162.17 sub.1 <br />and Minnesota Statute 471.59. <br />NOW THEREFORE, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS: <br />A.PURPOSE <br />The purpose of this Agreement is set forth in the above whereas clauses which are all incorporated by <br />reference as if fully set forth herein and shall consist of this Agreement and Exhibit A (Location Map), Exhibit <br />B (Scope), and Exhibit C (Fee Detail). <br />B.CONSULTANT CONTRACT <br />The County shall enter into a contract with the consultant planning and engineering firm of Bolton & Menk, <br />in an amount not to exceed $249,724. <br />C.COST PARTICIPATION ITEMS AND ESTIMATED COSTS <br />The City shall pay to the County up to $50,000 (on a pro-rata basis) for its share of the Visioning and <br />Jurisdictional Transfer Study for Trunk Highway (TH) 61. <br />WASHIN <br />CONTRACT NO. <br />TON COUNTY <br />15081 <br />DEPT.
