Hugo Downtown Framework Plan Final Plan & Design Guidelines <br /> <br /> <br /> Page 12 of 23 <br /> <br />• The City street grid is a vital part of the way the downtown functions, so restoring streets <br />or adding new streets that connect to the existing street grid are encouraged; <br />disconnected streets and cul-de-sacs are highly discouraged. <br /> <br />• Forest Boulevard (Highway 61) and 145th Street are the original “Main Streets” of <br />downtown and, to an extent, the few remaining brick buildings along these streets should <br />be preserved, renovated, or restored to productive use; new buildings close to these older <br />structures warrant careful attention to design and detailing in order to relate well to the <br />original structures. <br /> <br />• The small park which is planned on Highway 61 across from City Hall is intended to act <br />as a Town Square or Village Green – a community focal point with passive uses (green <br />space, gardens, historical markers) and active uses (a gazebo, lake overlook, Farmers <br />Market) incorporated into the design. Civic and mixed-use buildings should be located <br />adjacent to the Town Square or Village Green, welcoming visitors to downtown Hugo. <br /> <br />• The plan proposes a future pedestrian bridge over Highway 61, connecting the park and <br />Egg Lake to City Hall and the bulk of the downtown area. This bridge, if well-designed, <br />could also act as a visual cue to drivers to reduce speed and could create a sense of <br />arrival and welcome for the downtown CBD. <br />To be safe for both pedestrians <br />and vehicles, downtown Hugo <br />should include street <br />improvements: narrowed <br />intersections, pedestrian lighting <br />(top left), planted medians (top <br />right and bottom left), and visible <br />signs warning of pedestrian <br />crossings/vehicular speed <br />decrease (top right).
