We have reviewed the following information related to this application: <br />• Conditional Use Permit Submittal dated August 5, 2022 by Larson Engineering, Inc. <br />• Stormwater Calculations dated August 3, 2022 by Larson Engineering, Inc. Based on the review of the documents, we offer the following Engineering comments related to this application: <br />General/Access <br /> 1. The subject property is located east of Forest Boulevard/US Highway 61 between 150th and 152nd Streets. 2. Access will occur using the existing entrances from Forest Boulevard/US Highway 61. Two of the 4 total entrances are proposed to be removed. 3. The applicant has provided sidewalk easement to accommodate a future sidewalk north to Francesca Avenue. Additional easement may need to be obtained from the property owners to the north. The applicant has indicated they intend to work with the property to the north to implement the construction of the sidewalk connecting to Francesca Avenue. 4. Detailed comments have been provided on the plans and sent to the applicants engineer so they can be addressed in future submittals. 5. MnDOT has reviewed the proposed development related to impacts on TH 61 and provided a letter to the City dated October 19th. Several comments regarding pedestrian improvements, traffic flow accessing TH 61, and signing were provided. A copy of this letter is attached to this memo along with a response memo from the applicant. Staff, MNDOT, and the applicant will schedule a meeting to discuss further. The applicant will be responsible for all costs associated with any potential improvements required by MNDOT. 6. There is an increase in traffic generated by the proposed change in land use, however it is minor. The proposed increase in traffic will not adversely impact the overall transportation system.
