Given the foregoing, the request that we close the southernmost and hardly <br />travelled access is unreasonable. <br />Is also has been requested that we extend the right turn lane off of TH61 and construct a new, <br />dedicated southbound left turn lane to the north access. If our understanding is correct, it appears <br />as though the extension of the right turn lane would be accomplished through striping. If this is <br />the case, we would be willing to extend the right turn lane up to the north access. However, the <br />request that we add a south bound left turn lane is unreasonable. As is shown on Exhibit B, <br />southbound TH61 widens from one to two lanes for an approximately .5 mile stretch along where <br />the north access to the proposed project and the southernmost access to the Hugo Estates <br />community lie. Given the existing southbound bypass lane, the addition of a dedicated left turn <br />lane is unnecessary, and it is unreasonable for MnDOT to request we undertake that work. <br />Signal Design <br />We recognize our responsibility to repair and/or replace any damage to the fiber optic cable that <br />could be done during the construction of the project and will be mindful of its location. <br />Signing <br />A stop sign will be installed in accordance with MnDOT standards and is included in our plans. <br />Water Resources <br />We intend to obtain all necessary permits, including a drainage permit, prior to construction. <br />Grading plans, drainage plans, and hydraulic calculations demonstrating that proposed flows to <br />the MnDOT right of way will remain the same or reduced from existing conditions will be provided <br />to MnDOT with the drainage permit application.
