BWSR NOD Form – November 12, 2019 3 <br />• Education or research use <br />• Waste disposal sites <br />• Consistency with other plans <br />The applicant’s review of the Natural Heritage Inventory System (NHI) resulted in finding one record of a <br />Blandings turtle, a MN threatened species, within a 1-mile radius of the site. Howeverc, the record is historic <br />(25 years ago) so no impacts to this species are expected. <br />No impacts to rare natural communities, special fish and wildlife resources, archeological, historic, or cultural <br />resources, groundwater, or sensitive surface waters are identified. <br />No waste disposal sites exist within the proposed project area. <br />The proposed project is consistent with the City of Hugo’s 2040 Comprehensive Plan <br />The wetland proposed to be impacted (Wetland 1) is a type 2. The MN NWI identified this basin as a PEM1A – <br />Emergent wetland. This wetland basin provides the following functions: surface water detention, nutrient <br />transformation, carbon sequestration, sediment and other particulate retention, and other wildlife habitat. <br />Based on the application submitted and supporting plans and documents, the application for sequencing and <br />wetland replacement using wetland bank 1722 is approved. <br />1 Findings must consider any TEP recommendations. <br /> Attached Project Documents <br />☐ Site Location Map ☐ Project Plan(s)/Descriptions/Reports (specify): Click here to enter text. <br /> <br />Appeals of LGU Decisions <br />If you wish to appeal this decision, you must provide a written request within 30 calendar days of the date you <br />received the notice. The check must be sent by mail and the written request to appeal can be submitted by mail or e-mail. <br />The appeal should include a copy of this notice, name and contact information of appellant(s) and their <br />representatives (if applicable), a statement clarifying the intent to appeal and supporting information as to why <br />the decision is in error.
