Agenda Number: G.9

CITY OF HUGO COMMUNITY
DEVELOPMENT DEPARTMENT

PLANNING AND ZONING
APPLICATION STAFF REPORT

TO: Bryan Bear, City Administrator

FROM: Max Gort, Associate Planner, through Rachel Juba, Community Development
Director

SUBJECT: Xcel Energy – Site Plan, CUP Amendment, Variance, and Easement
Vacation for site located at 13620 Fenway Boulevard North

DATE: November 17, 2022, for the City Council meeting of November 21, 2022

ZONING: Business Park (BP)

COMPREHENSIVE PLAN: Business Park (BP)

120-DAY REVIEW DEADLINE: December 23, 2022

1. PLANNING COMMISSION UPDATE:

At its November 10, 2022, meeting the Planning Commission held a public hearing and
considered the request. No one spoke at the public hearing. The issues raised by the
Commissioners were related to the transmission lines and the anticipated traffic. Members of the
applicant’s development team were in attendance and addressed the Commission’s questions.
They stated that only one of the proposed training transmission lines would reach a height of 105
feet, and that the majority of the utility poles would vary in height between 45 and 75 feet. One
commissioner asked about the number of employees who would be permanently working at the
facility, versus the number of employees who will be cycling through training processes. The
applicants stated that 15-20 permanent employees will be working there, with up to 200 coming
in for training events. The Planning Commission was generally comfortable with the expansion
to the existing training center and liked the idea of visitors coming to Hugo to attend training
events at the facility.

The Planning Commission unanimously recommended approval of the Site Plan, CUP
Amendment, Variance, and Easement Vacation applications for Xcel Energy on the site located
at 13620 Fenway Boulevard North, subject to the conditions in the resolutions.
