G.6 Approve Valerie Boyd as New Parks Commissioner <br /> <br />On November 14, 2022, Council interviewed ten interested candidates to fill vacancies on the <br />City’s commissions. To fill the Parks Commissioner vacancy, staff recommends Council <br />approve the appointment of Valerie Boyd to a term that will expire on December 31, 2024. <br /> <br />G.7 Approve Jim Compton as New Parks Commissioner Alternate Member <br /> <br />On November 14, 2022, Council interviewed ten interested candidates to fill vacancies on the <br />City’s commissions. To fill the Parks Commissioner Alternate Member vacancy, staff <br />recommends Council approve the appointment of Jim Compton, Sr. to a term that will expire on <br />December 31, 2023. <br /> <br />G.8 Approve Donation from the Hugo American Legion to the Hugo Fire Department <br /> <br />The Hugo American Legion is requesting to donate $1,000 to the Hugo Fire Department from <br />pull-tab proceeds for equipment and training. All donations to the Fire Department must be <br />approved by the Council. Staff recommends Council approve the donation of $1,000 to the <br />Hugo Fire Department. <br /> <br />G.9 Approve Site Plan, CUP Renewal, Variance, and Easement Vacation for Xcel Energy- <br />13620 Fenway Boulevard N. <br /> <br />The applicant, Xcel Energy, is requesting approval of a site plan to construct a two-story <br />approximately 32,000 square foot building as well as an outdoor training facility. The outdoor <br />training facility will be an expansion of the existing facility on site, which is allowed by a <br />conditional use permit. The applicant is requesting an amendment to their conditional use permit <br />(CUP) to allow for the expanded facility. A variance is being requested to allow for the height of <br />structures (poles and lattice tower) within the training facility, which exceed the maximum 50 <br />feet allowed by ordinance. Since the applicant is proposing to impact a wetland on site located <br />within a drainage and utility easement, they are requesting an easement vacation. At its <br />November 10, 2022 meeting, the Planning Commission held a public hearing to consider the <br />request. No one from the public spoke. The Planning Commission unanimously recommended <br />approval of the applications. Staff is recommending Council approve the Site Plan, CUP <br />Amendment, Variance, and Easement Vacation applications for Xcel Energy on property located <br />at 13620 Fenway Boulevard North. <br /> <br />G.10 Approve Wetland Replacement Plan for Xcel Enery-13620 Fenway Boulevard N. <br /> <br />Xcel Energy is proposing to expand their existing outdoor training facility and build an <br />approximately 35,000 square foot training building. The property has .39 acres of farmed type 2 <br />wetlands on site. The development will result in .39 acres of wetland impact, mostly because of <br />grading for stormwater pond construction. The applicant is proposing to replace the impacts to <br />the wetland basin though the purchase of wetland credits from an approved wetland bank. Staff <br />recommend Council approve the wetland replacement plan, subject to final Technical Evaluation <br />Panel issuance of the Notice of Decision for the wetland replacement application and conditions. <br /> <br /> <br /> <br /> <br />
