The transmission line and substation training facilities are located throughout the central and northwest portions of the site. A stormwater management pond is proposed immediately west of the new building and parking area to provide stormwater management for the new impervious. This would provide the comprehensive training needed by Xcel and provides an effective in-processing facility to facilitate nuclear plant maintenance outages. This alternative would require impacts (excavation) to wetland 1. The total amount of impact to W etland 1 using the preferred alternative is 0.39 acres. This amount of impact must be replaced and is proposed to be replaced using wetland bank credits. The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is within the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in a required replacement ration of 2:1. The proposed wetland bank is bank #1722 which is located within the same BSA and major watershed (Mississippi River-Metro). A total of 0.78 acres of wetland credit are proposed to be withdrawn from this bank to meet the required 2:1 replacement ration. It is important to note, that while the proposed wetland replacement meets rule requirements, wetland functions identified for W etland 1 will be permanently lost within the City of Hugo. Special considerations required to be considered as part of the application process have been addressed and no impacts to these considerations have been identified by the applicant. Based on the application materials submitted by the applicant and subsequent review of those materials against MN Rule 8420, the WCA, the applicant has met all of the rule requirements for wetland impact sequencing and replacement. The TEP recommends approval of this application for wetland impacts sequencing and replacement. Application materials and site plans are attached to this memo.
