1 Oneka Commons Sketch Plan 2023 <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />Planning and Zoning Application <br />Staff Report <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Peter Stalland - Oneka Commons Sketch Plan <br />DATE: February 1, 2023, for the City Council meeting of February 6, 2023 <br />REVIEW DEADLINE: Review Deadline Waived by Applicant <br />1.BACKGROUND AND COMMISSIONS UPDATE: <br />The Planning Commission and EDA reviewed a different sketch plan from the applicant in <br />October 2022. The Commission’s did not like the idea of changing the land use to allow the <br />apartment in the location proposed. The stated that it is proposed to be a key intersection in the <br />City and highly visible and best fit commercial uses. They encouraged the applicant to find a <br />better place on the property, behind the commercial areas for an apartment use, and come back <br />with a revised sketch plan. <br />The applicant has taken the feedback from the Planning Commission and the EDA and is <br />proposing a new sketch plan for review. <br />At its January 12, 2023, meeting the Planning Commission reviewed the new concept plan and <br />provided comments to the applicant. The developer wanted to clarify that he has a purchase <br />agreement on all of the property shown and will be working on developing the commercial uses <br />and apartments in the development. He emphasized that the entire development would have a <br />property owners association with covenants requiring a specific cohesive architectural design <br />and quality materials. Although he stated that apartments would likely be first, he hopes that the <br />commercial uses happen at the same time or soon after. He stated that the plaza area between the <br />buildings was incorporated to help reduce the massing of the building. <br />The Commission appreciated the changes that were made to the sketch plan. A commissioner <br />asked about moving the roundabout to the south to ensure there is not conflict with the <br />intersection as it meets CSAH 8/ Frenchman Road. The applicant stated that he is open to <br />moving the location if it is feasible. He also stated he will be asking the City for a financial <br />contribution for the construction. Staff has not seen a proposed request at this time. It is not is the <br />City CIP. <br />I.2
