Hugo City Council <br />March 11, 2022 <br />Page 2 <br />K:\021158-000\Admin\Permits\22.16 Oneka <br />Prairie\Replacement\MEMO_HugoCityCouncil_OnekaPrairieWetlandReplacement_031123.docx <br />Conversely, an option that impacted all wetlands and resulted in 1.51 acres of wetland impacted <br />was rejected due to its design preventing a connection to Everton (City Planning Objective) and <br />lot sizes were not conducive to PUD requirements. <br /> <br />A zero-wetland impact design was developed and reviewed by the applicant but was rejected as <br />access to much of the property was limited to the use Fairoaks which was not design for the <br />amount of traffic that would need to access the site and access to Everton was cut off from ~2/3 <br />of the eastern property. <br /> <br />Two other designs with varying amounts of wetland impacts were developed and rejected due to <br />road engineering, other design constraints, and inconsistencies with City of Hugo design <br />standards. <br /> <br />The selected alternative will result in 21,720 sq ft. or 0.498 acres of wetland impacts. This <br />amount of impact must be replaced and is proposed to be replaced using wetland bank credits. <br />The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is within <br />the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in a required <br />replacement ration of 2:1. <br /> <br />The proposed wetland bank is bank #1772 which is located within the same BSA and major <br />watershed (Mississippi River-Metro). A total of 0.996 acres of wetland credit are proposed to be <br />withdrawn from this bank to meet the required 2:1 replacement ration. <br /> <br />It is important to note that while the proposed wetland replacement meets rule requirements, <br />wetland functions identified for these impacted wetlands will be permanently lost within the City of <br />Hugo. <br /> <br />Special considerations required to be considered as part of the application process have been <br />addressed. <br /> <br />Based on the application materials submitted by the applicant and subsequent review of those <br />materials against MN Rule 8420, the Wetland Conservation Act (WCA), the applicant has met all <br />of the rule requirements for wetland impact sequencing and replacement. <br /> <br />I recommend approval of this application for wetland impacts sequencing and replacement. <br />Application materials and site plans are attached to this memo. <br /> <br /> <br />Attachments: <br /> <br />Project Location Map <br />Approved Wetland Boundary Map <br />Proposed Wetland Impacts Map
