Resolution 2023-____ <br />Rice Lake Reserve 3rd Addition Final Plat and Development Agreement <br /> <br />8. The developer shall establish a property owners association for the development to <br />own/operate/maintain common elements, landscaping, and the water re-use system. The <br />property owner’s association documents shall be reviewed and approved by staff prior to <br />recording the plat. <br /> <br />9. The plat shall comply with the City’s street naming system. <br /> <br />10. The landscaping planned for the plat shall be installed in one phase. The developer shall <br />take proper precautions to protect the trees as the homes are being built. <br /> <br />11. Each home shall include a minimum of 2 parking spaces within the driveway. The <br />driveway widths shall be a maximum of 24 feet at the right of way line. <br /> <br />12. Staff will continue to work with the applicant on the street lighting plan. Exact locations <br />of the street lights shall be reviewed and approved by staff prior to installation. <br /> <br />13. The developer shall obtain all necessary local, state, and federal permits. <br /> <br />14. The developer shall make contact with adjacent property owners, prior to grading the <br />property. <br /> <br />15. Prior to recording the final plat: <br /> <br />a) The developer must obtain all necessary stormwater management and wetland <br />conservation act (WCA) permits from the City. <br /> <br />b) The developer must obtain all necessary plan approvals and access permit from <br />Washington County. <br /> <br />c) The developer shall pay $48,000.00 in full to satisfy the required cash in lieu of <br />parkland dedication requirement ($2,400/lot). <br /> <br />d) The developer shall pay the sewer and water trunk fees for each lot at final plat. The <br />City’s SAC and WAC fees will be paid at the time building permits issued. <br /> <br />e) The applicant shall provide copies of the property owners association <br />documents/covenants for City review and approval. A copy of the document shall be <br />filed for recording with the final plat. <br /> <br />f) The developer shall enter into a stormwater reuse agreement with the City for the <br />stormwater reuse system. <br /> <br />g) The developer shall enter into a development agreement, shall agree to complete all <br />improvements, and pay all fees as required by the agreement. <br /> <br />Landscaping and Lighting <br /> <br />h) The final landscape plans must be submitted for review and approval by staff.
