S:\Community Development\LGU\WCA 2023\23.02 Oneka Parkway Extension\Memo - Hugo City Council - 23.02OnekaParkwayExtension - Replacement and
Sequencing Approval - 051123.docx 178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM Memorandum
To: Tom Weidt, City of Hugo Mayor
Becky Petryk, City of Hugo Council Member
Phil Klein, City of Hugo Council Member
David Strub, City of Hugo Council Member
Mike Miron, City of Hugo Council Member
CC: Rachel Juba, Community Development Director
From: Tony Havranek, WSB
Date: May 11, 2023
Re: City Project No. 23.02 Oneka Parkway Extension Wetland Replacement and
Sequencing Flexibility Determination
WSB Project No. 21158-000
I have drafted this memo regarding a MN Joint Application Form for Activities Affecting Water
Resources in Minnesota to impact and replace wetlands as part of the Oneka Parkway Extension
Project.
Larry Alm (Southwind Holdings, LLC) submitted an application requesting approval for wetland
impact sequencing flexibility and replacement. The application was considered complete on
March 30, 2023, and a subsequent notice of application was issued on April 4, 2023. The
comment period for the application expired on April 28, 2023; no comments were received.
The purpose of the project is to extend Oneka Parkway 1,000 feet north to provide access to a
residential community.
A wetland boundary and type application was approved on March 23, 2023 and identified two (2)
wetland basins within the project area. Vegetative communities represented by these wetlands
include seasonally flooded basins. They provide the following wetland functions:
•Surface water detention
•Nutrient Transformation
•Carbon Sequestration
•Sediment and Particulate Retention
•Waterfowl and Waterbird Habitat
•Other Wildlife Habitat
Multiple alternatives were considered for this project to avoid and minimize impacts to wetlands.
The total amount of impact to on site wetlands using the preferred alternative is 0.31 acres. This
amount of impact must be replaced and is proposed to be replaced using wetland bank credits.
The required wetland replacement ratio is 2.5:1; however, the proposed wetland bank is within
the same bank service area (BSA) 7, which allows a reduction of 0.5:1; resulting in a required
replacement ration of 2:1.
G.10
