This <br />approval included impacts to 0.53 acres of wetland and required replacement with wetland bank <br />credits using wetland bank #1722 which is in the same major watershed and bank service area. <br />Additional design requirements for storm water and lot size resulted in an additional 0.11 acres of <br />wetland since the original approval. <br />MN Rule 8420.0255 required a new application and subsequent notice of application and <br />decision as the new impacts: <br />•Increased by more than 10% <br />•Were part of a different wetland, and <br />•Were more than 500 feet from the location of the previously approved wetland impacts <br />Proposed impacts are within relatively low quality wetlands and the application satisfies <br />requirements under the wetland conservation act (WCA). <br />The Hugo WCA Technical Evaluation Panel (TEP) have not provided comments or a <br />recommendation to date, but the application was discussed at a TEP meting held on April 28, <br />2023, at which no recommendation was made to deny. <br />Based on the application materials submitted by the applicant and subsequent review of those <br />materials against MN Rule 8420, the Wetland Conservation Act (WCA), the applicant has met all <br />of the rule requirements for wetland impact sequencing and replacement. <br />I recommend approval of this application for wetland impacts sequencing and replacement. <br />G.19
