RESOLUTION NO.2023-14 <br /> A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND <br /> AUTHORIZING ADVERTISEMENT FOR BIDS <br /> TH 61 & 159TH STREET RECONSTRUCTION <br /> WHEREAS,The City has collaboratively worked with the development team for the Shores of Oneka <br /> Lake regarding access to TH 61. The developer is responsible for costs associated with the construction <br /> of the roundabout and have prepared pans that are currently in the final review stages with the <br /> Minnesota Department of Transportation. MNDOT does not allow a developer to lead a project of this <br /> nature on their highway system coupled with the successful Local Partnership Program Grant the City <br /> received for this project totaling $710,000 that requires this to be a City led project. The City will be <br /> required to publicly bid the project. The development agreement for this project outlines cost <br /> responsibilities indicating the development is responsible for all costs excluding the $710,000 grant <br /> received from MNDOT. Staff is recommending approval of the plans and specifications and <br /> Authorizing the advertisement for bids. The project is intended to be completed this construction season <br /> NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO: <br /> 1. Such plans and specifications, a copy of which is on file at City Hall, are hereby approved. <br /> 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the <br /> Finance and Commerce an advertisement for bids upon the making of such improvement under <br /> such approved plans and specifications. <br /> 3. The advertisement shall be published in each of said publications at least once not less than three <br /> (3)weeks before the date set for opening bids, shall specify the work to be done, and shall state <br /> that bids will be received on-line through QuestCDN vBidTM until the date and time set for <br /> opening bids. Immediately following expiration of the time for receiving bids, representatives of <br /> the City of Hugo will publicly view at an online bid opening meeting. Any bidder whose <br /> responsibility is questioned during consideration of the bid will be given an opportunity to <br /> address the Council on the issue of responsibility. No bids will be considered unless <br /> accompanied by a bid security in an amount of 5 percent of the bidder's maximum bid price. <br /> This resolution was adopted by the City Council of the City of Hugo on the 12t'day of June 2023,by a <br /> vote of all Ayes and no Nays. <br /> Tom Wei t, Mayor <br /> ATTEST: <br /> Michele Lindau, City Clerk <br />
