The application was considered complete <br />on May 30, 2023, and a subsequent notice of application was issued on June 6, 2023. The <br />comment period for the application expired on June 30, 2023; no comments were received. <br />The purpose of the project is to create additional upland for a development within the City of <br />Hugo. The City has not approved any development application or development of the property <br />with the wetland replacement plan. <br />A wetland boundary and type application was approved in the fall of 2020 and identified one (1) <br />wetland basin within the project area. Vegetative communities represented by these wetlands <br />include wet meadows and scrub-shrubs (Type2/6). They provide the following wetland functions: <br />•Surface water detention <br />•Nutrient Transformation <br />•Carbon Sequestration <br />•Sediment and Particulate Retention <br />•Waterfowl and Waterbird Habitat <br />•Other Wildlife Habitat <br />Multiple alternatives were considered for this project to avoid and minimize impacts to wetlands. <br />The total amount of impact to on site wetlands using the preferred alternative is 0.5037 acres. <br />This amount of impact must be replaced and is proposed to be replaced using wetland bank <br />credits. A wetland bank has not been identified at this time but will be required to be identified <br />and approved as a condition of the permit and prior to any impacts. <br />The required wetland replacement ratio is 2.5:1; however, if a wetland bank is within the same <br />bank service area (BSA) 7, a reduction of 0.5:1 is allowed; resulting in a required replacement <br />ration of 2:1. This would require a wetland bank credit purchase of 1.0074 acres. <br />G.9
