Mark Guenther (Fenway Land Company) submitted an application requesting approval for wetland impact sequencing flexibility and replacement. The application was considered complete on May 30, 2023, and a subsequent notice of application was issued on June 6, 2023. The comment period for the application expired on June 30, 2023; no comments were received. The purpose of the project is to create additional upland for a development within the City of Hugo. The City has not approved any development application or development of the property with the wetland replacement plan. A wetland boundary and type application was approved in the fall of 2020 and identified one (1) wetland basin within the project area. Vegetative communities represented by these wetlands include wet meadows and scrub-shrubs (Type2/6). They provide the following wetland functions: •Surface water detention •Nutrient Transformation •Carbon Sequestration •Sediment and Particulate Retention •Waterfowl and Waterbird Habitat •Other Wildlife Habitat Multiple alternatives were considered for this project to avoid and minimize impacts to wetlands. The total amount of impact to on site wetlands using the preferred alternative is 0.5037 acres. This amount of impact must be replaced and is proposed to be replaced using wetland bank credits. A wetland bank has not been identified at this time but will be required to be identified and approved as a condition of the permit and prior to any impacts. The required wetland replacement ratio is 2.5:1; however, if a wetland bank is within the same bank service area (BSA) 7, a reduction of 0.5:1 is allowed; resulting in a required replacement ration of 2:1. This would require a wetland bank credit purchase of 1.0074 acres. G.9
