I.1 Discussion and Approval of Solar Ordinance and Summary Ordinance <br />The City Council and Planning Commission held a joint workshop on March 23, 2023 to discuss <br />how to best address community concerns relating to solar farms. The consensus was to convene <br />the Ordinance Review Committee (ORC) to determine potential revisions to the ordinance <br />regulating solar energy systems. The ORC proposed several revisions to the performance <br />standards and conditions of approval. The Planning Commission held a Public Hearing at its July <br />13, 2023, meeting and took public comments. City Staff and the Planning Commission are of the <br />opinion that the proposed revisions meet the goals outlined in the workshop and ORC meetings <br />and are recommending approval of the proposed revisions. Staff recommends Council approve <br />the Solar Energy Systems Ordinance and the summary of the ordinance for publication. <br />I.2 Receive Bids and Award Contract for Lift Station No. 12 <br />Council had previously Approved the Plans and specifications and authorized the advertisement <br />for bids. On July 20, 2023, bids were received for the List Station No. 12 Improvements. Six <br />bids were received with the low bidder being CW Houle, Inc. Bids ranged from $614,930.00 to <br />$2,896,968.69. Staff recommends approval of the resolution receiving bids and awarding a <br />contract to CW Houle, Inc. in the amount of $614,930.00. <br />I.3 Receive Bids and Award Contract for TH61 and 159th Street Improvements <br />The bids for the TH 61 and 159th Street Roundabout Improvement Project are due on July 21, <br />2023. Bid results and recommendation will be provided to Council at the Council meeting for <br />consideration of awarding a construction contract. <br />M.1 Schedule National Night Out on Tuesday, August 1, 2023 <br />National Night Out is an annual event designed to strengthen communities. In the past, Council <br />has attended neighborhood parties along with Fire Department and Washington County Sheriff’s <br />Office personnel. Staff recommends Council schedule a meeting to attend National Night Out <br />events on Tuesday, August 1, 2023. <br />M.2 Vacancy on the Browns Creek Watershed District <br />Staff has been informed of a vacancy on the Browns Creek Watershed District Board. To serve <br />as a manager on the board, a resident must reside in that watershed district. Residents interested <br />in being appointed can contact City Hall. <br />M.3 Expansion of Xfinity High Speed Internet to the Northeastern Hugo <br />March 6, 2023, Council approved a letter of support to Comcast (Xfinity) for a Border-to-Border <br />grant. The City was recently notified Comcast was awarded the grant and the project will be <br />built in 2024. The project would include four areas of Washington County: Denmark Township, <br />Stillwater Township, Grant, and Hugo. In Hugo, this would provide Comcast service to 190 <br />residents and 21 businesses located in the northeastern section of Hugo that are shown to be <br />underserved. The grant is being paid for with ARPA Funds and will be done at no cost to the <br />City. Comcast will extend its network to provide 1.2 Gbps download and 200 Mbps upload, <br />which exceeds Minnesota’s 2026 state speed goal. <br />N. Adjournment
