<br />G.6 Approve Extension of Comprehensive Plan Amendment, Site Plan, Conditional Use <br />Permits, Variance, and Minor Subdivision for Hugo Estates <br /> <br />At its November 7, 2022, meeting, Council approved a Comprehensive Plan Amendment, Site <br />Plan, Conditional Use Permits, Variance, and Minor Subdivision for Hugo East / Arbor <br />Meadows development for apartments and manufactured homes to be located north of the Hugo <br />Estates Trailer Park at 15057 Forest Boulevard. TPP, LLC c/o Summit Management, LLC is <br />requesting a two-year extension on the approvals while they continue to work on construction <br />plans. While it still may happen, they are requesting a two-year extension on approved plans <br />with a new deadline of November 7, 2025. Staff recommends Council approve a two-year <br />extension for Hugo East/Arbor Estates Development. <br /> <br /> H.1 Public Hearing on the Birch Tree Ponds Area Street Project Assessments <br /> <br />On March 6, 2023, City Council awarded the contract for the 2023 Birch Tree Ponds Area Street <br />Improvements to Northwest Asphalt, Inc. At the September 14, 2023, meeting, Council adopted <br />a resolution declaring costs to be assessed for the 2023 Birch Tree Ponds Area Street <br />Improvements and scheduled the assessment hearing on the proposed assessments for October <br />16, 2023. The Notice of Assessment Hearing has been published in the official newspaper and <br />mailed to the owners of each parcel described in the assessment roll at least two weeks prior to <br />the hearing. As part of the assessment hearing, staff will give a PowerPoint presentation <br />identifying the improvements, costs, and detail payment options. Staff recommends the Mayor <br />open the public hearing to take all comments and approve the resolution adopting assessments <br />for the 2023 Birch Tree Ponds Area Street Improvements. <br /> <br />J.1 Approve Resolutions Approving Feasibility Study and Set Public Hearing for the 125th <br />and Dellwood Ridge Development Street Improvement Project <br /> <br />The 2024 125th Street and Dellwood Ridge Neighborhood Street Improvement Project consists <br />of roadway reclamation and paving of 125th Street, and complete roadway reconstruction and <br />storm improvements in the Dellwood Ridge Neighborhood area. The roadway reclamation and <br />paving will include 125th Street North from Goodview Avenue North to 122nd Street North <br />(CSAH 7). Work on Upper Heather Avenue North from 125th Avenue North to Heather Avenue <br />North and Heather Avenue North from 125th Avenue North to 120th Street North (CSAH 7) will <br />involve complete reconstruction and storm improvements. The total estimated cost for the <br />project is approximately $3,931,412 which incorporates 2023 construction costs and includes a <br />10% construction contingency and indirect costs in the amount of 30% of the estimated <br />construction costs. Funding for the project will be provided through assessments to benefiting <br />properties, County funds and City Street Funds. Staff recommends Council approve the <br />resolution accepting the feasibility report and setting the public hearing for November 20, 2023. <br /> <br />M.1 Reminder - White Bear Lake Hearing on Tuesday, October 17, 2023 <br /> <br />The Council has scheduled a meeting to attend the evidentiary hearing in the matter the White <br />Bear Lake Lawsuit (OAH Master Docket No. 8-2022-37733) beginning on Tuesday, October 17, <br />2023, in Room 2040 (on the Mezzanine Level of the Stassen Building) at the Saint Paul offices <br />of the Office of Administrative Hearings. The hearing shall begin at 9:30 a.m. <br /> <br />N. Adjournment
