<br />BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MARCH 18, 2024 <br /> <br /> <br />D.1 Approval of Minutes for the City Council Meeting on March 4, 2024 <br /> <br />Staff recommends Council approve the minutes for the City Council meeting held on March 4, <br />2024, as presented. <br /> <br />F.1 Lakes Center for Youth and Family – Community Outreach Coordinator Linda <br />Madsen and Executive Director Jamie Prettner <br /> <br />Lakes Center for Youth and Family (LC4YF) is one of two organizations that provide mental <br />health services to Hugo residents, and Council allocates funding in the budget to support these <br />programs. Linda Madsen has presented to Council in the past as the Executive Director of <br />LC4YF. Linda retired from that position and is now the part-time Community Outreach <br />Coordinator. Jamie Prettner is the new Executive Director. Both Linda and Jamie will be in <br />attendance to present the LC4YF annual report. <br /> <br />F.2 Washington County Assessors Update - Appraisers Dan Squyres and Tyson Terry <br /> <br />Washington County Residential Property Appraiser Tyson Terry will provide Council an update <br />on the County and Hugo property assessments in preparation for the Local Board of Appeals and <br />Adjustments meeting on April 4, 2024. Commercial Appraiser Dan Squyres will also be in <br />attendance. <br /> <br />G. 1 Approval of Claims <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Special Event Permit for Legion Family Day on April 27, 2024 <br /> <br />The Hugo American Legion Auxiliary has applied for a Special Event Permit to hold a festival <br />on Saturday, April 27, 2024. A Special Event Permit approved by Council is necessary because <br />alcohol will be sold outdoors, there may be more than 200 people in attendance throughout the <br />day, and there will be amplified music and event announcements. The event will include a BBQ <br />contest, raffles, and games for children and adults. The event will begin at 6 a.m. for the BBQ <br />teams to set up and will end at 6 p.m. Staff recommends Council approve the Special Event <br />Permit for the Hugo American Legion Family Day on April 27, 2024. <br /> <br />G.3 Approve Lawful Gambling Exempt Permit for the Chain of Lakes Rotary Event on <br />May 3, 2024 <br /> <br />The Chain of Lakes Rotary has applied for a Lawful Gambling Permit to hold raffles during their <br />event on May 3, 2024, at the Pede Pedersen Pavilion. Lawful Gambling Permits are issued by <br />the State after approval from the City. Staff recommends Council approve the Lawful Gambling <br />Exempt Permit for the Chain of Lakes Rotary. <br />
