Report on Trail Stop Discussion and Development of Site Plan
Community Input on Trail Stop
The trail stop discussion was held in conjuncon with the May 20, 2023 grounds cleanup event. There
were approximately 16 local volunteers helping with the outdoor cleanup of the site. A great deal of
work had been accomplished by 11:00 am. The volunteers were asked to all take a break and give their
input on what they would like to see as far as amenies on the site.
Prior to the conversaon, a brief overview was given to the volunteers about the schoolhouse, the
schoolhouse commitee, the City of Hugo, and how they all relate to each other under the governing
documents. It was also conveyed to the volunteers, that a new trail could be accompanying the road
improvements to 170th and how the schoolhouse site could potenally be used as a trail head for the
new trail. The building as a schoolhouse and heritage center was also discussed, including the types of
programing would likely be offered.
The focus of the community discussion was primarily on the exterior of the site. The volunteers
produced the following list of amenies shown in no parcular order.
•Picnic area with tables, outdoor grills and benches
•Shelter of some type
•Rest rooms (porta poty)
•Fresh potable water available to the public (water for people, horses, and dogs)
•Horse area with hitching posts
•Parking lot and ADA access to the building
•Electronic surveillance of the site
•Clearing the site of buckthorn and overgrowth of unwanted trees and vegetaon.
It should also be noted that the snowmobile club had earlier expressed interest in partnering with the
schoolhouse to establish a maintenance facility on the back side to the site to house trail grooming
equipment.
Development of Proposed Site Plan
Following the community conversaon, the Board of Directors began sketching out a potenal plan for
the site that considered the input from the community discussion. In late fall 2023, Kyle Manley of
Manley Gardening LLC, offered his services to assist with the design and bringing the vision of the site to
life through a video representaon of the plan.
A copy of the proposed plan is enclosed for review, and the video can be accessed through the following
link: htps://drive.google.com/file/d/1wb31SJR_uJpgtLXBmfgScQfateFemG/view
ATTACHMENT 9 - REPORT ON TRAIL STOP DISCUSSION & PROPOSED SITE PLANPage 88 of 89
