The event would take place on Saturday, <br />March 16, from 10 a.m. to 4 p.m. Entry fee would be $10, and all proceeds would go to the Hugo <br />Knight Riders Snowmobile Club. Their application included their plans for trash disposal, porta <br />potties, insurance, EMT/EMS services, ticket taking, food and alcohol, small portable tents, and <br />signage. Parking for 350-400 cars would be available on the Whitaker property. This event <br />required a Special Event Permit approved by Council because there would be alcohol, likely over <br />200 people in attendance, and amplified sound for snowmobile race related announcements. In the <br />absence of snow, the event would be cancelled. Adoption of the Consent Agenda approved the <br />Special Event Permit for Beatercross as described in the application materials and conditions in the <br />permit memo. <br />Approve Resolution Appointing Election Judges for the Presidential Primary Election on <br />March 5, 2024 <br />In 2024, there would be three elections held in the City of Hugo beginning with the Presidential <br />Primary Election on March 5, 2024. Staff had prepared a resolution appointing judges to work <br />the March 5th election. The Primary Election in August and the General Election in November <br />will require a greater number of judges. Adoption of the Consent Agenda approved <br />RESOLUTION 2024-3 APPOINTING ELECTION JUDGES FOR THE PRESIDENTIAL <br />NOMINATING PRIMARY ELECTION IN THE YEAR 2024. <br />Approve Agreement with Northeast Youth and Family Services <br />Over the past several years, the City had entered into an agreement with Northeast Youth and <br />Family Services to support programs for Hugo families related to counseling, intervention, and <br />enrichment. Through this agreement, the City sponsored NYFS by providing financial support. <br />In the 2024 budget, Council approved $17,073 in funding for their youth diversion services. <br />Adoption of the Consent Agenda approved the agreement with Northeast Youth and Family <br />Services. <br />Approve Pay Request No. 5 to Arnt Construction for 159th/TH61 Roundabout <br />Arnt Construction Company had submitted Pay Request No. 5 in the amount of $152,648.03 for <br />work certified through December 31, 2023, on the TH61/159th Street Roundabout Improvement <br />Project. The temporary lighting at the roundabout had been removed and new permanent lighting <br />had been installed on the project. Punch-list items would be completed in the spring. Adoption <br />of the Consent Agenda approved payment to Arnt Construction Company in the amount of <br />$152,648.03. <br />Approve Pay Request No. 2 to CW Houle for Lift Station 12 <br />C.W. Houle, Inc. had submitted Pay Request No. 2 in the amount of $157,729.54 for work <br />certified through December 31, 2023, on the Lift Station No. 12 Project. All underground work <br />was now complete on the project. Adoption of the Consent Agenda approved payment to C.W. <br />Houle, Inc. in the amount of $157,729.54.
