May 26, 2022 PC Minutes <br />Page 2 <br /> <br />Chair Kleissler closed the public hearing at 7:04pm. <br /> <br />Commissioner Petty made a motion, seconded by Commissioner Arcand, to approve the lot split, <br />subject to the conditions on the resolution <br /> <br />All ayes. <br /> <br />Motion carried. <br /> <br /> <br />Public Hearing: M/I Homes of Minneapolis/St. Paul, LLC- Preliminary plat and PUD General Plan for a <br />residential development to be known as “The Shores of Oneka Lake.” <br /> <br />Staff provided a background on the request of a Preliminary Plat and Planned Unit Development (PUD) <br />for a residential development to be known as “The Shores of Oneka Lake” located east of Highway 61 <br />and west of Oneka Lake. The property totals 131.66 acres and is comprised of three parcels with 95.99 <br />buildable acres. The preliminary plat includes 218 residential lots, and 10 outlots. The existing <br />property guided Low Density Residential and will have a density of Density of 2.27 units per buildable <br />acre. The apartments shown on outlot C were not a part of the approval request. The applicant is <br />showing a combination of single family homes, villa homes, and twinhomes in four phases. A <br />roundabout will be constructed at 159th Street which they have requested a permit for from MNDOT. <br />Previous sketch plans have been reviewed on this site and feedback highlighted the importance of <br />access to Highway 61 and preservation of trees and natural resources. An Environmental Assessment <br />Worksheet was completed for these properties in 2006 and since this project is similar, but smaller, a <br />new EAW will not be required. <br /> <br />The applicant is requesting PUD flexibility for lot size, setbacks, and shore land regulations. In <br />exchange, they are providing public open space along Oneka Lake, trails, preservation of existing trees, <br />stormwater reuse irrigation, and architectural anti-monotony design guidelines. The Parks Commission <br />approved the developer’s proposal to dedicate 3.89 acres of park land adjacent to Oneka Lake and the <br />payment of the fee for the remaining requirement totaling $441,014. <br /> <br />Staff recommend approval of the PUD and preliminary plat for M/I Homes for the development to be <br />known as “The Shores of Oneka Lake”, subject to the conditions listed in the resolutions. <br /> <br />John Rask with M/I Homes addressed the Planning Commission. Commissioner Arcand asked about <br />the lake shore. Rask discussed construction of a paved city trail on the ice ridge, natural plantings, and <br />expansion of existing park areas, all to be discussed further with the Parks Commission. Commissioner <br />Arcand asked about monument signage. Rask stated that none are planned now, just additional <br />landscaping at entrances. <br /> <br />Chair Kleissler opened the public hearing at 7:30pm. <br />
