May 26, 2022 PC Minutes <br />Page 4 <br /> <br />has purchased the property and the school will be used for their pre-k through 2nd grade education <br />program. The parking lot extension allows for stacking student during drop off as busing is not <br />planned. The canopy is proposed to be expanded by 1,800 square feet with materials that <br />complement the existing building. The application is in keeping with the city code. <br /> <br />Staff recommends approval of the site plan request submitted by Liberty Classical Academy, subject to <br />the conditions listed in the resolution. <br /> <br />Chair Kleissler invited the applicant to address the Commission. <br />Morgan Trainer, representing Liberty Academy, discussed that they are excited about the opportunity <br />to utilize the abandoned building to grow Liberty Academy in Hugo. Interior renovations have been <br />the priority but the expansion of the parking lot and canopy allows for better parent drop off and a <br />new face to the building. <br /> <br />Commissioner Arcand asked if this project allows for expansion of the Academy. Trainer stated that <br />the new building in Hugo allows for pre-k to second grade to move to Hugo and expand enrollment. <br />Third through twelve grade will stay in White Bear Lake. <br /> <br />Commissioner Petty shared that she is happy to see the Withrow building back in use. Trainer shared <br />that they have received positive feedback from the neighborhood. <br /> <br />Derr asked the applicant to be sensitive to the neighbors and consider landscaping to screen the <br />stacking cars. <br /> <br />Commissioner Derr made a motion, seconded by Commissioner Petty, to approve the site plan request <br />submitted by Liberty Classical Academy, subject to the conditions listed in the resolution. <br /> <br />All ayes. <br /> <br />Motion carried. <br /> <br />Announcements <br /> <br />Juba reminded that there will be a neighborhood meeting for residents in the Future Central Business <br />District on June 9th at 6:00pm. <br /> <br />Adjournment <br /> <br />Commissioner Arcand made a motion, Commissioner Derr seconded, to adjourn at 7:56pm. <br /> <br />All ayes.
