July 14, 2022 PC Minutes <br />Page 4 <br /> <br />Juba addressed the technical concerns and questions. She clarified where the development was in <br />relation to the other properties. Juba showed where the wetlands were and confirmed the limitations <br />they had on potential road connections. <br /> <br />Juba shared information about traffic construction requirements and that the Birch Tree Ponds <br />neighborhood is on the City’s Street Improvement CIP and that there will be a neighborhood meeting <br />in the near future. She said that the City Engineer is comfortable with the amount of traffic that will be <br />on 135th Street and Goodview Avenue but will pass on concerns of speeding to the Sherriff’s <br />Department. She confirmed that work is continuing on the drainage and grading plans and that the <br />development is not allowed to impact drainage on adjacent properties. She shared information on the <br />City’s low floor elevation requirements. Staff is working with the developer on grading to allow for <br />trees on the north side to remain as a buffer. The developer is required to keep the streets in a good <br />condition. Juba confirmed that development occurs as property owners choose to sell their property. <br />She noted that the developer is not asking for flexibility from the zoning ordinance and since they are <br />meeting all requirement, the City must approve their project. Juba confirmed that Goodview Avenue <br />will be improved with development but that state law prohibits the City from requiring the developer <br />to improve streets that is not adjacent to their property. <br /> <br />Todd Ganz discussed the trees on the property, shared an interest in keeping as many as possible, and <br />identified locations where they will remain. He discussed the existing and planned stormwater <br />management and also said that the builders he is working with are requesting a fence along the north <br />property line. <br /> <br />Commissioner Arcand asked about the swales and the drain tile in the new yards. Ganz confirmed that <br />those will go to the ponds. <br /> <br />Jordan Fry, 6035 135th Street North ,asked about the creek and if it goes to the north pond. Ganz <br />showed where it is and said that it will continue to go into the north pond and then also to the other <br />ponds. There was back and forth from the audience on how portions of project will drain. <br /> <br />Commissioner Lessard asked for more information on the fence. Ganz showed where it is planned to <br />go. <br /> <br />Anne Manke, 13514 Goodview Avenue, asked if the fence was negotiable and asked for trees. <br /> <br />Jaclyn Zakrzewski, 6105 135th Street North, asked for clarification on the land being up and the position <br />of the houses and the fence. Ganz discussed that the levels of the back yards will be the same and <br />commented on the location of the fence and swale. <br /> <br />Jay Manke, 13514 Goodview Avenue, asked about the number of levels. Ganz clarified that it will be a <br />combination of 1 and 2 story walk-outs. <br />
