Page 7 <br /> Shoreland <br /> The shoreland district comes in effect for all homes located within 100 feet of the ordinary high- <br /> water(OHW) level of Oneka Lake. The applicant is asking for flexibility on lots effected by the <br /> shoreland district requirements, in order to provide a more sensitive development than otherwise <br /> allowed by ordinance. All of the lots are pulled back from the lake with public open space along <br /> the lake, is a more sensitive development approach than the alternative of several lots on the lake <br /> with access to the lake with docks. <br /> Oneka Lake <br /> Required Proposed <br /> Setback from OHW 150 feet Over 150 feet <br /> Minimum Lot Size 20,000 s . ft. 5,417 s . ft. <br /> Minimum Lot Width 125 feet 52 feet <br /> Maximum Structure Height 25 feet 35 feet <br /> Maximum Impervious 25% Less than 25% <br /> Surface Area overall <br /> * Requested PUD flexibility highlighted in grey <br /> The applicant is proposing mostly two story walk-out homes, which will make it difficult to <br /> comply with the maximum structure height for the shoreland district of 25 feet. In all residential <br /> zoning districts the maximum structure height is 35 feet. <br /> Development Phasing <br /> The applicant is proposing to construct the development in four phases. The phasing plan the <br /> applicant provided shows the phasing generally starting from the from the west and providing <br /> access to Goodview Trail North. The first phase would be in 2022 and include the platting of 51 <br /> lots with a combination of single family homes, villa homes, and townhomes with access off <br /> Highway 61 and Goodview Trail North. The roundabout is part of phase 1, but with grant and <br /> permitting requirement from MnDOT, the roundabout will be constructed in 2023. There is a <br /> condition of approval that prior to the issuance of a building permit in phase 2, the roundabout <br /> shall be constructed and functioning. <br /> As development continues on the site in later phases of the development, connections will be <br /> made to Goodview Avenue and the properties to the north. The property is also proposed to be <br /> graded in two phases. The first phase would be generally the western portion of the site. The <br /> remaining would be graded with Phase 2 or earlier. <br /> Landscaping/Signage <br /> The applicant has provided a full landscape plan. According to Section 90-181 Landscaping, <br /> each home site shall have two deciduous shade trees maintained in the front yard. The applicant <br /> is proposing to have two trees in the front yard of all lots, with the exception of the some lots <br /> having one tree in the rear yard. The landscape plan shows boulevard trees along the streets and <br /> landscape buffers for corner lots. The plan also shows nicely landscaped entrances along Street <br />
