May 26, 2022 PC Minutes <br /> Page 3 <br /> Jeff Tews, 15488 Goodview Trail North, asked about the tree line at the south end of the development. <br /> Juba highlighted the areas of tree preservation, where construction will take place, and the power line <br /> easement. Tews asked if the main access point will be at 1591". Juba discussed that neighborhood <br /> traffic patterns are unknown, but that the developer is requesting a construction access off of Highway <br /> 61. Tews asked about damage to the roads of the existing roadways. Juba shared information about <br /> the city's road improvement program. Tews asked about barriers to the businesses on Highway 61. <br /> Juba re-stated that additional landscaping will be provided as a buffer to the industrial properties. <br /> No further comments were received. <br /> Chair Kleissler closed the public hearing at 7:37pm. <br /> Commissioner Derr asked about the maintenance responsibility of the proposed trails. Juba stated <br /> that the city will maintain the trails, especially when constructed on property dedicated to the City. <br /> Commissioner Petty asked about the access to Highway 61 serving the neighborhoods to the south. <br /> Juba shared that the outlet was required with development of this site and will serve neighborhoods to <br /> the south <br /> Chair Kleissler asked about timing of construction of the bridge and roundabout. Juba stated that <br /> construction of the ditch culvert and the roundabout are proposed to be with the first phase and that <br /> prior to issuance of building permits of the second phase that the roundabout will need to be in <br /> operation. Mass grading of the site will occur. <br /> Commissioner Petty asked what the timing of the phases looked like. Rask shared that grading of <br /> phase one will occur as early as August, phase two in 2023, and phase three in 2024 or 2025 depending <br /> on absorption. The development is likely to take 5 years based on market demand. <br /> Derr stated that the development flows nicely with the development to the south and they have done <br /> a good job with the site constraints. <br /> Commissioner Arcand made a motion, seconded by Commissioner Derr, to approve the PUD and <br /> preliminary plat for M/I Homes for the development to be known as "The Shores of Oneka Lake", <br /> subject to the conditions listed in the resolutions. <br /> All ayes. <br /> Motion carried. <br /> New Business: Liberty Classical Academy- Site plan for property located at 10158 122nd Street <br /> North. <br /> Juba presented background the site plan proposed for additional parking and a main entrance canopy <br /> addition to the former Withrow Elementary School building.
