Oneka Prairie Sketch Plan <br />The developer is proposing to dedicate a combination of land and fee. The developer is <br />proposing to dedicate a tot lot that is 29,089 square feet or .66 acres which would satisfy 30% of <br />the requirement. To satisfy the remaining requirement, 70% of the fee would be paid per unit. <br /> <br />Park <br />Dedication <br />Calculations <br /> Required <br />*Land OR Fee Proposed <br />Land 10% of the developable acres 2.14 acres .66 acres and <br />Fee $3,400 per unit $200,600 $146,420 <br /> <br />The developer is proposing to construct amenities on the future city park including a shelter, <br />playground, and sidewalk loop in exchange for PUD flexibility. The site plan also includes trees <br />as a buffer to adjacent homes. There is a wetland shown on the proposed park. Wetlands are not <br />given credit for park dedication and this may result in an adjustment to the final calculations. <br /> <br />At its July 20, 2022, the Parks Commission provided feedback on the proposed sketch plan and <br />amenities as it is anticipated that it will become a city park. They generally liked the park layout <br />and the proposed amenities. They recommended approval of the proposed park dedication <br />request by the applicant. <br /> <br />Landscaping <br /> <br />The developer has not submitted a landscape plan. In exchange for PUD flexibility, the City <br />could expect a landscape plan that goes beyond the minimum requirements to provide street <br />trees, entrance streetscaping, plantings around a monument sign, plantings in openspace, etc. <br /> <br />Streets & Access <br /> <br />The property is located north of Empress Avenue North (constructed as part of the Oneka Place <br />Development), south of 165th Street and east of the extension of Oneka Parkway. Thea applicant <br />is proposing to extend Oneka Parkway 700 feet to the north. An existing 100-ft right-of-way <br />exists for the construction of Oneka Parkway. Additional right-of-way is not necessary to be <br />dedicated. The remaining portion of Oneka Parkway is proposed to be constructed as adjacent <br />properties develop. <br /> <br />Two new access points along Oneka Parkway are proposed. There will be a new access point <br />into the development coming from the extension of Fairoaks Avenue that was constructed as part <br />of the Oneka Place Development. The plan also shows streets that could connect to the north and <br />east for future developments on adjacent properties. <br /> <br />No lots will be allowed to have driveway access to Oneka Parkway. <br /> <br />
