All of the 118 <br /> parking spaces shall be completed. <br /> The phasing plan does not indicate the amount of property that will be conveyed to the applicant <br /> with the purchase agreement. <br /> Parking <br /> The Comprehensive Land Use Regulations state that a restaurant user shall have 1 parking space <br /> per 3 seats for restaurants and events centers, based on capacity. There shall be 1 parking space <br /> per 250 square feet of building for retail buildings. There shall be 1 parking space per 200 square <br /> feet of office. This is consistent with the downtown design <br /> guidelines which encourages businesses to establish or participate in providing shared parking <br /> with reductions in required on-site parking. However, staff has been working with the applicant <br /> on the number of parking stalls that would be adequate for the development and it is in staff s <br /> opinion that there is a shortage of parking for the full build out of the development. Since the <br /> project is proposed in phases, the parking space requirements shall be further evaluated with each <br /> phase of the development based on use. This may mean a reduction is square footage of <br /> buildings, change in use by demand, or additional parking constructed. <br /> The applicant will be required to record a shared parking and maintenance agreement benefiting <br /> all of the properties in the PUD. <br /> Streets and Access <br /> The overall PUD plan shows a full access across from 146th Street into the site. No other access <br /> is proposed at this time. <br /> An additional 8 feet of right-of-way shall be dedicated for Highway 61. MNDOT is reviewing the <br /> plans and will provide a comment letter for any required public improvements. All required <br /> improvements shall be coordinated with,permitted, and approved by MNDOT. <br /> 6 <br />
