Staff also recommends that development sign criteria will established for <br />the overall PUD. <br /> <br />Ponding and Stormwater Management <br /> <br />The stormwater water quality and rate control requirements are proposed to be met through the <br />use of onsite permeable pavement. The storage below the permeable pavement is sized to meet <br />the City’s water quality and RCWD’s rate control requirements. The proposed stormwater <br />management meets all RCWD requirements. An operations and maintenance plan for the <br />permeable pavement has been included in the stormwater management plan. A stormwater <br />maintenance agreement will be required for the permeable pavement on the site. <br /> <br />Utilities <br /> <br />Water service to the site will be achieved by the applicant connecting to the watermain at the <br />south end of Fondant Avenue and looping it through the site and connecting to the existing <br />watermain on the east side of Highway 61. <br /> <br />Sanitary sewer service to the site will involve the applicant rerouting the existing sanitary sewer <br />mains that run from the north and south of the site and connecting to the existing sanitary sewer <br />manhole on the east side of Highway to accommodate the selected building locations <br /> <br />B. Preliminary Plat <br /> <br />The preliminary plat includes 4 lots. The development is proposed in phases. Lot 1, Block 1 is <br />proposed as the first phase and is proposed to be a restaurant. The applicant will be required to <br />apply for a PUD final plan and final plat for each lot in the PUD. <br /> <br />Park dedication is not required for commercial developments. <br /> <br />7. STAFF RECOMMENDATION: <br /> <br />It’s in staff’s opinion that the redevelopment project for Downtown Hugo is consistent with the <br />downtown plan and design guidelines. The applications meet the criteria for approval and are <br />also consistent with the downtown plan and design guidelines. Staff recommended the Planning <br />Commission approve the PUD and preliminary applications, subject to the conditions listed in <br />the resolutions. <br /> <br /> <br />ATTACHMENTS: <br /> <br />1.
