Premier Bank – Site Plan, Zoning Amendment, CUP, and Variances <br /> <br />12 <br /> <br />The guidelines identify the intersection of 147th Street and Highway 61 as a key entry <br />point into downtown and encourages this area to be designed as a gateway into <br />downtown. Gateway elements could include open space, unique landscaping, walls or <br />gates, water features, and City signage. <br /> <br />It is in staff’s opinion that the architectural plans meet the downtown design guidelines <br />and continue to work with the applicant to implement appropriate gateway elements, as a <br />condition of approval. <br /> <br />Signage <br /> <br />The applicant is proposing a monument sign on the site at the corner of 147th Street North <br />and Forest Boulevard North. The applicant will need to apply for a sign permit before <br />construction of the sign. Since the corner with the proposed location for the sign is guided <br />in the downtown plan to be a gateway area, staff will continue to work with the applicant <br />to incorporate appropriate gateway elements. <br /> <br />Drainage / Grading <br /> <br />Section 90-36 of City Code lists specific criteria to be evaluated in the applicant’s <br />grading and drainage plans. The site plan shows an underground stormwater infiltration <br />system that connects to the existing 147th Street storm sewer, and meets water quality and <br />rate control requirements. The applicant had submitted grading plan and stormwater <br />management plan that adequately meet these criteria. <br /> <br />Utilities <br /> <br />The proposed utility plan meets all requirements under Sec. 90-335 of City Code. The <br />applicants plan to be connected to city sewer and water which are already available <br />onsite. <br /> <br />Wetlands <br /> <br />Staff has found that there are no impacts to wetlands with the proposed site plan. <br /> <br />Park Dedication <br /> <br />Since the site plan proposes a commercial use, park dedication is not required. <br /> <br />5. CONCLUSION <br /> <br />Staff finds that the proposal meets all the requirements necessary for the City to approve <br />the site plan, zoning amendment, CUP, and variances as outlined in the City Code and <br />zoning district regulations, subject to the conditions listed in the attached resolutions. <br /> <br /> <br /> <br />
