Rachel – thank you for your meeting to discuss additional info / requests related to our Premier Bank <br />Hugo project. <br /> <br />The two variance requests require additional submittal and explanation regarding the six items under <br />City Code 90-38, c. <br />The two variance requests are as follows: <br /> “Stacking” – Stacking of automobiles at drive thru location on east side of building. <br /> “Flay Driveway” – consideration of a driveway accessing the site from Flay Avenue N. <br /> <br />(1) Law – neither “stacking” variance nor “Flay Driveway” variance would be prohibited by law. <br />Both items fall under restrictions as defined in the City of Hugo zoning code. <br />(2) Practical difficulties: <br />a. “Stacking” variance is requested to allow 1 less automobile to be staged in the drive <br />thru access lane. Due to the required location of the drive through window, 115’-4” <br />total stacking would be achieved instead of the 180’-0” required by city code. This <br />request is made for two reasons – the actual drive thru banking use has dropped <br />drastically from previous volumes due primarily to online banking. The stacking shown <br />will easily accommodate the actual drive thru activity anticipated at this bank. Utilizing <br />current bank trends we can anticipate that drive through traffic at the new bank will be <br />approximately 10 cars/day. <br />b. “Flay Driveway” – providing the driveway access to Flay Avenue N, particularly in the <br />NW location of the site is the safest location – as suggested by all engineering <br />consultants involved in this site. The potential location of an access to 147th Street N is a <br />“dangerous consideration” as defined by the engineers. Westbound traffic traveling to <br />the bank and driving through 147th N to points west would experience a bank drive <br />access – and related bank traffic slowing to turn right into bank, immediately after <br />turning west off of Hwy 61 and decelerating from higher speeds. Traffic southbound out <br />of bank lot heading east on 147th Street N would experience this issue and also <br />encounter minimal stacking at the stop while waiting to enter Hwy 61. <br />Both of these variance considerations take into account best engineering practices and provide <br />the safest traffic routes to the bank site, near the bank site and on the bank site. <br />(3) We strongly feel the proposed design and variance requests for “stacking” and “Flay Driveway” <br />reflect the City’s long term intentions for the site and incorporate the vision of the Downtown <br />Development Guidelines established years ago. This gateway site will be the first of many <br />redevelopment projects that create that Downtown vision. <br />(4) The uses intended do not in any way allow prohibited uses. <br />(5) The uses and design do not negatively impact of flood control measures. <br />(6) The uses and design will be utilizing City sanitary sewer, Water and storm water utilities <br />available and adjacent to the site – in compliance with City and State regulatory codes for a <br />commercial enterprise of this scope. <br />Thank you for your review and assistance with these requests!
